Disabling ASO had some issues with app navigation clashing with query parameter updates from all our nuqs usage. Switching to `next-runtime-env` and also changing the preset environment variables to `NEXT_PUBLIC_HDX_LOCAL_DEFAULT_CONNECTIONS` and `NEXT_PUBLIC_HDX_LOCAL_DEFAULT_SOURCES`, which is required for the package, but also makes it nice and clear that these are going to be publicly exposed environment variables.

- use multi field selector for group by in event charts (we need to follow up w/ metrics, but that requires a new selector component)
- fixed a bug where multi-group-by requires same data type properties for events.
- fixed a bug where chart edit form will do excess re-rendering due to non-memo value passed into useDebounce
- fixed a regression where if a chart is in the error state, it'll be stuck with an error message even if the chart config changes to a valid one
Test plan:
- Go to preset dashboard
- Try add a new tile, hit save
- It should add the new tile
- Save dashboard
- It should create a new saved dashboard
