UI: Linux setup experience - End user (#32639)
## PR 2/2 for #32037

- Implements update for the Linux setup experience from the end-user's
point of view (the "My device" page).
- Works in concert with the new endpoints implemented in
https://github.com/fleetdm/fleet/pull/32493
- My device page calls a new endpoint to get in-progress setup
experience software installations. If there are any, the page is
replaced with a "Setting up your device" page
- The UI polls this endpoint until all such installations are either
successful or failed (including canceled)
- Setting up your device page includes a table displaying the name and
status of each software installation
- Once all installations are finished (succeed/fail), renders the
regular My device page
- Add a handler for the new API call for relevant tests

Fix testBatchScriptSchedule() flakiness in server/datastore/mysql/scripts_test.go (#32650)
Fixes #32648 

It looks like we don't specify a precision for the jobs table so mysql
does us the un-favor of rounding the timestamp in such a way that if
it's 59 and some change it might get rounded to the next minute after
the roundtrip and truncation to minute. Fixed the test's expectations by
rounding to second before DB insertion

Update Makefile swift dialog versions and add github workflow (#32511)

For #32099 

Adds a Github workflow to generate our packaged build of Swift
Dialog(following existing Nudge packager), updates the version to 2.5.6
and modifies the Migration dialog to render properly with the new Swift
Dialog version(it previously rendered it just didn't format as expected
due to changes in the markdown formatter)

Makefile changes are necessary not only because of the version bump but
because the latest package includes xattrs for some strange reason.
Extracting it verbatim on a system(at least with our Go implementation)
creates files that cause Gatekeeper to stop execution of swift dialog.

HCA: fix generate GitOps missing todo comment and include secrets parsing (#32640)
fixes: #32609 

Fixed the adding of TODO comment instead of masked secret `********`,
but also saw the insecure flag was not working correctly to generate the
actual secret values for CA's, which was due to wrongly formatted
request struct parsing string.

Hydrant CA followup (#32606)
For #29426
For #30941

We didn't have an activities subtask for Hydrant so some changes related
to them were unfortunately missed and discovered during engineering
test. This addresses that and also fixes one other API issue noticed
where the GET endpoint was not returning the proper timestamps. No
changes file added because the Hydrant story changes file already covers
this feature

HCA: lowercase error reason to avoid case sensitive string matching (#32641)

It was due to case sensitive matching, and it might have changed, so
decided to lowercase the reason coming in and only user lowercase for
`.includes` checks.

Allow emoji in team names (#32491)

Fix reporting of hosts in batch script runs (#32517)

Applying the patches from 
https://github.com/fleetdm/fleet/pull/32516#discussion_r2316985807 and

onto `main`.

This fixes:
* Batches where all remaining hosts are deleted will be correctly marked
as "finished"
* Batches scheduled for the future, and then canceled, will have al
hosts marked as "canceled" rather than pending
