for some reason swiftDialog is having trouble rendering this image when
is served from the website (this didn't happen during local dev with a
local server)
however, it's able to render all other png images hosted by the website,
so I'm trying this out to see if the problem is fixed.

*NOTE - this (the host details) endpoint currently returns label names
in Sentence Case – this solution deals with only the UI presentation,
but it might be worth changing the API response in the future:

say for example you have the following hosts:

Changes:
- Updated the landing page generator to generate a new .ejs file using
the `generateFile()` method instead of using a page template so we can
be sure that every landing page generated will have `<%- /* Expose
server-rendered data as window.SAILS_LOCALS :: */
exposeLocalsToBrowser() %>`.
- Updated /imagine/higher-education to have a `SAILS_LOCALS` variable.
At the moment, in Github Actions, when a job has `uses:
actions/setup-go` it uses a specific commit from that repo.
In that commit, it used `set-output` somewhere, which is now deprecated
and will be disabled within the next month or so.

This PR changes every instance where `actions/setup-go@...` was used and
replaces it with release `v2.1.3`. [From the release
notes](https://github.com/actions/setup-go/releases/tag/v2.1.3):

Which is what the above Github blog recommends doing.

Found this while working on #11531.
Team deletion for an empty team is taking ~30 seconds with 2632 hosts
that belong to no team.
This change attempts to fix that issue.
