38543 disk encryption miscount (#39497) **Related issue:** Resolves #38543 - Fixed `filterHostsByOSSettingsDiskEncryptionStatus` using the wrong subquery for action_pendig - Added checks against `host_mdm` and `nano_enrollments` to FileVault summary counts to match ListHosts behaviour. # Checklist for submitter If some of the following don't apply, delete the relevant line. - [x] Changes file added for user-visible changes in `changes/`, `orbit/changes/` or `ee/fleetd-chrome/changes`.
