fcc000e803 build: add targets for api doc generation (#52034)
This adds `generate_api_docs` targets to all of the packages for which we publish api reference docs. One known issue here is that any type information that comes from another package (e.g. router depending on core) currently resolve to `any` because the other sources are not available in the program. This can be tackled in a follow-up commit.

This commit also updates the install patch for `@angular/build-tools` to use the local version of compiler-cli.

ad61bf6184 refactor(router): Remove internal state tracking for browserUrlTree (#48065)
The browserUrlTree is only used to support the onSameUrlNavigation: 'ignore' logic. We can achieve this functionality without having this state tracked inside the Router. Instead, we can re-examine what ignore means: We don't want to rerun the matching logic, guards, or resolvers when we already know that nothing is changing.
Outside of the "navigated", there are two things that constitute a "change":

1. The browser URL might change. Because of skipLocationChange, the browser URL might not always match the internal state of the Router (we can navigate to a path but skip updating the browser URL). If we're navigating to a place that would change the browser URL, we should process the navigation. Theoretically, all we need to really do is update the browser URL instead of processing the whole navigation w/ guards, redirects, and resolvers. But this doesn't matter that much because the default value for runGuardsAndResolvers will skip all of this anyways.
2. The internal state of the Router might change. That is, we're navigating to a new path and may or may not be updating the updating the browser URL.

If either of the above are true, we process the navigation. If both are false, we aren't changing anything so we can safely ignore the navigation request (as long as onSameUrlNavigation === 'ignore').

Why is this change important?

* Simplification of Router internals. The Router has a lot of special case handling and one-offs to handle a limited set of scenarios. Removing these when possible makes the code easier to follow

34b2d34d5b refactor(router): Remove RouterTestingModule in favor of RouterModule.forRoot (#49427)
`RouterTestingModule` is not needed as of v16. Instead, TestBed
automatically provides `MockPlatformLocation` in order to help test
navigations in the application. The location mocks in the
RouterTestingModule aren't necessary anymore.

There doesn't appear to be any real documentation around
`RouterTestingModule` other than the API docs.

3d6cdd6aaa refactor: update packages/router tests to be compatible with ESM (#48521)
The ESM js files need to be referenced, and the router tests rely
on `async/await` with change detection- so a special rule is required
that downlevels `async/await` to generators (similar to the Angular CLI)

68597bb0ca feat(bazel): speed up dev-turnaround by bundling types only when packaging (#45405)
Speeds up the dev-turnaround by only bundling types when packaging. Currently
bundling occurs for all the `ng_module` targets in devmode.

This has various positive benefits:

* Avoidance of this rather slower operation in development
* Makes APF-built packages also handle types for `ts_library` targets consistently.
* Allows us to ensure APF entry-points have `d.ts` _always_ bundled (working with ESM
module resolution in TypeScript -- currently experimental)
* Allows us to remove the secondary `package.json` files from APF (maybe APF v14? - seems
low-impact). This would clean-up the APF even more and fix resolution issues (like in Vite)

202a1a5631 fix(upgrade): Do not trigger duplicate navigation events from Angular Router (#43441)
This code mimics behavior that Google Analytics has been using to
prevent duplicate navigations. They set up their own `HybridRoutingService`
location sync to avoid duplicate navigations that came from the Angular
router. This would happen because the Angular router would trigger a
navigation, which would then get picked up by the `$locationShim`, which
would trigger a `$locationChangeStart`, which would then be picked up by
the `setUpLocationSync` watcher here, which would again trigger a
navigation in the Angular Router.

All of this can be prevented by checking if the `navigationId` exists on
the history state object. This property is added by the Angular router
during navigations.

45d37fc168 test(upgrade): update router upgrade tests to use fewer mocks (#43441)
This updates the router upgrade tests to use less mocked behavior. The
test upgrade location module is copied from the one that's used in the
common package. This update to the tests verifies more real behavior of
the upgrade module.

d578ab8f3c build: simplify package.jsons for all of our packages (#36944)
We can remove all of the entry point resolution configuration from the package.json
in our source code as ng_package rule adds the properties automatically and correctly
configures them.

This change simplifies our code base but doesn't have any impact on the package.json
in the distributed npm_packages.

29f57e315e build: enable bundle_dts for router package (#28833)
This PR also changes the name of `EmptyOutletComponent` to `ɵEmptyOutletComponent`. This is because `ngcc` requires the node to retain the original name while dts bundler will rename the node is it's only exported using the aliases.

Example typings files:
```ts
declare class EmptyOutletComponent {
}
export {EmptyOutletComponent as ɵEmptyOutletComponent}
```

will be emitted as
```ts
export declare class ɵEmptyOutletComponent {
}
```

71d0eeb966 feat(router): add hash-based navigation option to setUpLocationSync (#28609)
The `setUpLocationSync` function in @angular/router/upgrade didn't previously let you sync hash-based navigations. With this change, you can now pass an option to `setUpLocationSync` that will make sure location changes run in Angular in hash-based apps.

7cbc36fdac build: remove unused rollup.config.js files (#28646)
Since we build and publish the individual packages
using Bazel and `build.sh` has been removed, we can
safely remove the `rollup.config.js` files which are no
longer needed because the `ng_package` bazel rule
automatically handles the rollup settings and globals.

8973f12ee4 fix(ivy): provided Injector should be instantiated by its factory (#27456)
(FW-777)

When an Injector is provided, R3Injector instantiates it by calling its
constructor instead of its factory, not resolving dependencies.
With this fix, the ngInjectorDef is checked and the factory is correctly
used if it is found.

4237c34c78 test(ivy): mark failing test targets with fixme-ivy-jit and fixme-ivy-local tags (#26471)
We are close enough to blacklist a few test targets, rather than whitelist targets to run...

Because bazel rules can be composed of other rules that don't inherit tags automatically,
I had to explicitly mark all of our ts_library and ng_module targes with "ivy-local" and
"ivy-jit" tags so that we can create a query that excludes all fixme- tagged targets even
if those targets are composed of other targets that don't inherit this tag.

This is the updated overview of ivy related bazel tags:

- ivy-only: target that builds or runs only under ivy
- fixme-ivy-jit: target that doesn't yet build or run under ivy with --compile=jit
- fixme-ivy-local: target that doesn't yet build or run under ivy with --compile=local
- no-ivy-jit: target that is not intended to build or run under ivy with --compile=jit
- no-ivy-local: target that is not intended to build or run under ivy with --compile=local

88b3198c80 feat(bazel): change ng_package rule to APF v6 (#22782)
Angular Package Format v6 stops bundling files in the esm5 and esm2015
directories, now that Webpack 4 can tree-shake per-file.

Adds some missing files like package.json to make packages closer to
what we publish today.

Refactor ng_package to be a type of npm_package and re-use the packaging
action from that rule.
