This is basically a pre-step for combining devmode and prodmode into a
single compilation. We are already achieving this now, and can claim
with confidence that we reduced possible actions by half. This is
especially important now that prodmode is used more often, but rules
potentially still using the devmode ESM sources. We can avoid double
compilations (which existed before the whole ESM migration too!).
We will measure this more when we have more concrete documentation
of the changes & a better planning document.
Changes:
* ts_library will no longer generate devmode `d.ts`. Definitions are
generated as part of prodmode. That way only prodmode can be exposed
via providers.
* applied the same to `ng_module`.
* updates migrations to bundle because *everything* using `ts_library`
is now ESM. This is actually also useful in the future if
schematics rely on e.g. the compiler.
* updates schematics for localize to also bundle. similar reason as
above.

The typed forms migration was previously designed to add `<any>` type parameters to existing forms classes. However, due to some design changes, the new opt-out strategy requires untyped versions of the classes, as introduced in #45205 and #45268.
This PR updates the migration to import these new classes (in an idempotent manner), and replace constructor calls with the new classes. It respects qualified imports as well. Finally, the code has been refactored to move as much common code as possible into `util.ts`.

Currently the TestBed teardown migration is set up in a similar way to all other migrations where we take a `CallExpression`, add a parameter to it, print it, and replace the existing call. The problem is that doing so while preserving the `expression` of the original `CallExpression` can cause comments to be duplicated. This can happen quite frequently, because by default the CLI generates comments before `initTestModule` calls.
To work around it, these changes make the migration more precise by inserting a new parameter or replacing and existing one using string manipulation.
This requires a bit more code, but it's more reliable than the following alternatives:
1. Using `getFullStart` and `getFullWidth` to replace the node. This would work with our current setup, but the problem is that `getFullStart` also includes whitespace and newlines before the leading comment. This can cause us to mess up the user's formatting and figuring out which whitespace to keep and which one to remove is tricky.
2. Recreating the `CallExpression.expression` when constructing the new node. This would also work since it'll drop any existing comments, but the problem is that `CallExpression.expression` can be a wide variety of nodes which we would have to account for. We can't use `getMutableClone`, because it preserves the comments.

Since the `destroyAfterEach` teardown behavior is enabled by default now, existing tests that depended on the old behavior can start to fail. These changes add an automated migration that explicitly adds `destroyAfterEach: false` to existing tests.
The migration works by looking for `initTestEnvironment` calls across the entire app and adding the flag to them. If no calls were found, the migration will add the flag to all `configureTestingModule` and `withModule` calls instead.

Adds a migration that casts the value of `ActivatedRouteSnapshot.fragment` to be non-nullable.

`Route` configs with `redirectTo` as well as `canActivate` are not valid
because the `canActivate` guards will never execute. Redirects are
applied before activation. There is no error currently for these
configs, but another commit will change this so that an error does
appear in dev mode. This migration fixes the configs by removing the

In #38227 the signatures of `navigateByUrl` and `createUrlTree` were updated to exclude unsupported
properties from their `extras` parameter. This migration looks for the relevant method calls that
pass in an `extras` parameter and drops the unsupported properties.

These changes also move the method call detection logic out of the `Renderer2` migration and into
a common place so that it can be reused in other migrations.

As of v10, the `undecorated-classes-with-decorated-fields` migration
generally deals with undecorated classes using Angular features. We
intended to run this migation as part of v10 again as undecorated
classes with Angular features are no longer supported in planned v11.
The migration currently behaves incorrectly in some cases where an
`@Injectable` or `@Pipe` decorated classes uses the `ngOnDestroy`
lifecycle hook. We incorrectly add a TODO for those classes. This
commit fixes that.
Additionally, this change makes the migration more robust to
not migrate a class if it inherits from a component, pipe
injectable or non-abstract directive. We previously did not
need this as the undecorated-classes-with-di migration ran
before, but this is no longer the case.
Last, this commit fixes an issue where multiple TODO's could be
added. This happens when multiple Angular CLI build targets have
an overlap in source files. Multiple programs then capture the
same source file, causing the migration to detect an undecorated
class multiple times (i.e. adding a TODO twice).
Fixes#37726.

The `undecorated-classes-with-decorated-fields` migration has been
introduced with 904a2018e0, but misses
logic for decorating derived classes of undecorated classes which use
Angular features. Example scenario:
```ts
export abstract class MyBaseClass {
@Input() someInput = true;
}
export abstract class BaseClassTwo extends MyBaseClass {}
@Component(...)
export class MyButton extends BaseClassTwo {}
```
Both abstract classes would need to be migrated. Previously, the migration
only added `@Directive()` to `MyBaseClass`, but with this change, it
also decorates `BaseClassTwo`.
This is necessary because the Angular Compiler requires `BaseClassTwo` to
have a directive definition when it flattens the directive metadata for
`MyButton` in order to perform type checking. Technically, not decorating
`BaseClassTwo` does not break at runtime.
We basically want to enforce consistent use of `@Directive` to simplify the
mental model. [See the migration guide](https://angular.io/guide/migration-undecorated-classes#migrating-classes-that-use-field-decorators).

In View Engine, providers which neither used `useValue`, `useClass`,
`useFactory` or `useExisting`, were interpreted differently.
e.g.
```
{provide: X} -> {provide: X, useValue: undefined}, // this is how it works in View Engine
{provide: X} -> {provide: X, useClass: X}, // this is how it works in Ivy
```
The missing-injectable migration should migrate such providers to the
explicit `useValue` provider. This ensures that there is no unexpected
behavioral change when updating to v9.

We should not migrate the reference from `useExisting`. This is because
developers can only use the `useExisting` value as a token. e.g.

In the case above, nothing should be decorated with `@Injectable`. The

Currenly the `missing-injectable` migration only migrates providers referenced from
`@NgModule` definitions. The schematic currently does not cover the migration for
providers referenced in `@Directive` or `@Component` definitions.
We need to handle the following keys for directives/components:
- `@Directive` -> `providers`
- `@Component` -> `providers` and `viewProviders`.
This commit ensures that the migration handles providers for these
definitions.

ec4381d explicitly set `enableIvy: false` for all migrations inside
the core package. This actually hides migration issues because the
migration itself should ensure that it instantiates the right
compiler program if it relies on `@angular/compiler-cli`.
We should remove these options from all migration tests to
ensure that we catch issues with migrations running in version
9 where Ivy is enabled by default.

Apparently the names of the bazel test targets in the schematics are
incorrect. This commit updates the target names to match their bazel
package name.

This commit switches the default value of the enableIvy flag to true.
Applications that run ngc will now by default receive an Ivy build!
This does not affect the way Bazel builds in the Angular repo work, since
those are still switched based on the value of the --define=compile flag.
Additionally, projects using @angular/bazel still use View Engine builds
by default.
Since most of the Angular repo tests are still written against View Engine
(particularly because we still publish VE packages to NPM), this switch
also requires lots of `enableIvy: false` flags in tsconfigs throughout the
repo.

Initially the plan was to have a migration that adds `@Injectable()` to
all pipes in a CLI project so that the pipes can be injected in Ivy
similarly to how it worked in view engine.
Due to the planned refactorings which ensure that `@Directive`, `@Component`
and `@Pipe` also have a factory definition, this migration is no longer
needed for Ivy. Additionally since it is already disabled (due to
572b54967c) and we have a more generic
migration (known as `missing-injectable)` that could do the same as
`injectable-pipe`, we remove the migration from the code-base.

public migrations in development. Google3 lint rules are

Introduces a new migration schematic for adding the "@Injectable()"
decorator to provider classes which are currently not migrated. Previously
in ViewEngine, classes which are declared as providers sometimes don't
require the "@Injectable()" decorator

With Ivy, provider classes need to be explicitly decorated with
the "@Injectable()" decorator if they are declared as providers
of a given module. This commit introduces a migration schematic
which automatically adds the explicit decorator to places where
the decorator is currently missing.
The migration logic is designed in a CLI devkit and TSlint agnostic
way so that we can also have this migration run as part of a public
CLI migration w/ `ng update`. This will be handled as part of a follow-up to reiterate on console output etc.

Adds a schematic and tslint rule that automatically migrate the consumer from `Renderer` to `Renderer2`. Supports:
* Renaming imports.
* Renaming property and method argument types.
* Casting to `Renderer`.
* Mapping all of the methods from the `Renderer` to `Renderer2`.
Note that some of the `Renderer` methods don't map cleanly between renderers. In these cases the migration adds a helper function at the bottom of the file which ensures that we generate valid code with the same return value as before. E.g. here's what the migration for `createText` looks like.
