fb12c617a4 ci: change required labels for issue triage (#38932)
Issue triage _currently_ requires a component to be set and one of the following to be true for an issue to be
considered triaged:
* Marked as a bug _and_ has a severity _and_ has a frequency
* Mark as a feature
* Marked as a refactor
* Marked as a discussion
* Marked as "confusing"
* Marked as "use-case"

This PR changes the rules so that (in addition to the component), triage
requires:
* A priority label (P0 through P5)
* Marked as a feature
* Marked as a discussion

Triage may also apply additional, optional info labels to issues.

While this PR is focused on issue triage and not PR triage, I have
changed the PR section triage to remove reference to the "effort: *" and
"risk: *" labels. Looking through recent PRs, Kapunahele is the only
person applying these, so it's clear that this bit is no longer widely
practiced.

This is just one step in the always-ongoing process of managing GitHub
labels. More adjustments will come over time. In writing this PR, I have
already unearthed a few more areas that can be polished in follow-ups.

4aee0087ea docs: remove outdated CircleCI link from DEVELOPER.md (#38554)

d88711c2fc docs: add Ivy and View Engine test scripts (#38149)
Developer docs previously stated to use `yarn bazel test //packages/...` which attempts to test all packages with View
Engine (the default), even though not all support View Engine. This updates the doc to use `yarn test-ivy-aot` and
`yarn test-non-ivy` which tests both Ivy and View Engine while filtering out tests which are not compatible with each
renderer.

46fe8fb8b4 build: depend on bazelisk rather than directly on Bazel (#36078)
This has a couple benefits:
- we now use a .bazelversion file rather than package.json to pin the version of bazel we want. This means even if you install bazel on your computer rather than via yarn, you'll still get a warning if your bazel version is wrong.
- you no longer end up downloading three copies of bazel due to bugs in both npm and yarn where they download all tarballs before checking the metadata to see which are usable on the local platform.
- bazelisk correctly handles the tools/bazel trick for wrapping functionality, which we want to use to instrument developer build latencies

3f88de9407 build: move build scripts to dedicated directory (#35780)
This commit moves the build-related scripts
(`build-ivy-npm-packages.js`, `build-packages-dist.js` and
`package-builder.js`) to a dedicated directory to keep the `scripts/`
directory cleaner.

It also moves the logic for building the `zone.js` package to a separate
script, `zone-js-builder.js`, to make it re-usable. A subsequent commit
will use it to build the `zone.js` package when building the Ivy Angular
packages as well.

5615928df9 build: no longer run tslint from within gulp task (#35800)
Switches our tslint setup to the standard `tslint.json` linter excludes.
The set of files that need to be linted is specified through a Yarn script.

For IDEs, open files are linted with the closest tslint configuration, if the
tslint IDE extension is set up, and the source file is not excluded.

We cannot use the language service plugin for tslint as we have multiple nested
tsconfig files, and we don't want to add the plugin to each tsconfig. We
could reduce that bloat by just extending from a top-level tsconfig that
defines the language service plugin, but unfortunately the tslint plugin does
not allow the use of tslint configs which are not part of the tsconfig project.

This is problematic since the tslint configuration is at the project root, and we
don't want to copy tslint configurations next to each tsconfig file.

Additionally, linting of `d.ts` files has been re-enabled. This has been
disabled in the past and a TODO has been left. This commit fixes the
lint issues and re-enables linting.

296dc0622f ci: Migrate from CODEOWNERS to PullApprove for PR review management (#34814)
We are migrating to PullApprove for our PR review management in an attempt
to allow for more granular and equitable code review assignments across the
team.  Currently this migration is equivalent in the review assignments
it will create. Once stable, our expectation is that we will be able to
take advantage of PullApproves additional features for things like staged
reviews.

fa4ea34401 ci: rename material-unit-tests job to components-repo-unit-tests (#34898)
We rename the `material-unit-tests` job to `components-repo-unit-tests`
because the job runs all unit tests found in the Angular Components repository.
This includes the Angular CDK, Angular Material and more. Also the repository has
been renamed from `angular/material2` to `angular/components` in the past.

5e3f6d203d build: migrate references and scripts that set to build with ivy via compile=aot to use config=ivy (#33983)
Since config=ivy now sets the define=compile flag and the define=angular_ivy_enabled
flag to cause usage of Ivy, we can update all of the documentation and scripts that
reference compile=aot to use config=ivy.

346e1c14d9 build: update setup-rbe.sh script and documentation to remove http-remote-cache config (#33907)
We have determined that the upload time cost of remote caching via http is too costly
to be effective for our distributed usage scenario.  However this cost is still worth
it for us for Windows CI runs on a full cache hit move from a ~60 minute task to ~10
minutes.

It is worth noting that this remote http-caching is entirely separate from RBE caching
mechanisms.

7eb3e3bce6 build: fix build scripts on macOS (#33854)
In #33823, `scripts/package-builds.sh` (which is used by both
`build-packages-dist.sh` and `build-ivy-npm-packages.sh`) was updated to
use `realpath`. It turns out that `realpath` does not exist on macOS, so
the build scripts do not work there.

In order to fix this (and also reduce the likelihood of introducing
similar issues in the future), this commit changes these bash scripts to
Node.js scripts (using [ShellJS](https://github.com/shelljs/shelljs) for
a cross-platform implementation of Unix shell commands where necessary).

efbbae5a48 ci: publish tarballs for all Angular packages as build artifacts on PR builds (#33321)
Previously, when one wanted to try out the changes from a PR before it
was merged, they had to check out the PR locally and build the Angular
packages themselves (which is time-consuming and wasteful given that the
packages have already been built on CI).

This commit persists all Angular packages on each build as `.tgz` files,
which can be used to install dependencies on an project (supported by
both [npm][1] and [yarn][2]). In addition to individual `.tgz` files for
each package, a `.tgz` file including all packages is also stored, which
can be used to test the packages locally by overwriting the ones in the
`node_modules/` directory of a project.

CircleCI [build artifacts][3] an be used for longer-term storage of the
outputs of a build and are designed to be useful around the time of the
build, which suits our needs.

d7eaae6f22 refactor(ivy): Move instructions back to ɵɵ (#30546)
There is an encoding issue with using delta `Δ`, where the browser will attempt to detect the file encoding if the character set is not explicitly declared on a `<script/>` tag, and Chrome will find the `Δ` character and decide it is window-1252 encoding, which misinterprets the `Δ` character to be some other character that is not a valid JS identifier character

So back to the frog eyes we go.

9f54d76ef5 refactor(upgrade): use Bazel packages to avoid symlinks in the source (#29466)
Previously we had to share code between upgrade/dynamic and upgrade/static
by symlinking the `src` folder, which allowed both packages to access
the upgrade/common files.

These symlinks are always problematic on Windows, where we had to run
a script to re-link them, and restore them.

This change uses Bazel packages to share the `upgrade/common` code,
which avoids the need for symlinking the `src` folder.

Also, the Windows specific scripts that fixup the symlinks have also
been removed as there is no more need for them.

e0f3fd72dd docs: clarify process surrounding merge label (#28837)
In the TRIAGE_AND_LABELS doc, it was not clear that the merge label
may be applied by the author before the PR is green (as a sort of
auto-submit). After the label is applied, it is still up to the
caretaker to determine that the PR is acceptable before merging.
This commit adds that clarification.

463a7894ae build: gulp format only changed lines by default (#28411)
Changes `gulp format` to format only changed lines by default
(`gulp format:changed`) and introduces a new task, `gulp format:all` to
format all source files. Since formatting only changed lines should be
the more common action, it makes more sense as the shorter default.

224d78765f ci: replace our pullapprove setup with GitHub CODEOWNERS (#27690)
Summary of changes:
- created .github/CODEOWNERS with docs and config similar to the one in .pullapprove.yml
- updated docs
- updated .github/angular-robot.yml to not expect pullapprove status
- removed .pullapprove.yml

The primary motivations behind this change are:
- CODEOWNERS didn't exist when we introduced pullapprove
- CODEOWNERS is a functionality tightly integrated with github which results in better DX
- pullapprove v2 has been very unstable recently causing productivity loss
- pullapprove v2 has been deprecated in favor of v3, which requires and migration

7f221d8d2a build: introduce remote bazel caching (#27358)
This PR introduces:

1. Google Cloud Store bucket which contains build artifacts
2. Documentation on how to enable remote caching in development

Each team member should download a service key. More convenient ways of authentication would be more obscure and prevent us from doing identity tracking of the produced artifacts.

8fc4ae51fb build: use bazel version from node modules (#26691)
* No longer depends on a custom CircleCI docker image that comes with Bazel pre-installed. Since Bazel is now available through NPM, we should be able to use the version from `@bazel/bazel` in order to enforce a consistent environment on CI and locally.
* This also reduces the amount of packages that need to be published (ngcontainer is removed)

d4cee514f6 refactor(ivy): obviate the Bazel component of the ivy_switch (#26550)
Originally, the ivy_switch mechanism used Bazel genrules to conditionally
compile one TS file or another depending on whether ngc or ngtsc was the
selected compiler. This was done because we wanted to avoid importing
certain modules (and thus pulling them into the build) if Ivy was on or
off. This mechanism had a major drawback: ivy_switch became a bottleneck
in the import graph, as it both imports from many places in the codebase
and is imported by many modules in the codebase. This frequently resulted
in cyclic imports which caused issues both with TS and Closure compilation.

It turns out ngcc needs both code paths in the bundle to perform the switch
during its operation anyway, so import switching was later abandoned. This
means that there's no real reason why the ivy_switch mechanism needed to
operate at the Bazel level, and for the ivy_switch file to be a bottleneck.

This commit removes the Bazel-level ivy_switch mechanism, and introduces
an additional TypeScript transform in ngtsc (and the pass-through tsc
compiler used for testing JIT) to perform the same operation that ngcc
does, and flip the switch during ngtsc compilation. This allows the
ivy_switch file to be removed, and the individual switches to be located
directly next to their consumers in the codebase, greatly mitigating the
circular import issues and making the mechanism much easier to use.

As part of this commit, the tag for marking switched variables was changed
from __PRE_NGCC__ to __PRE_R3__, since it's no longer just ngcc which
flips these tags. Most variables were renamed from R3_* to SWITCH_* as well,
since they're referenced mostly in render2 code.

Test strategy: existing test coverage is more than sufficient - if this
didn't work correctly it would break the hello world and todo apps.
