This commit removes the NGCC code and all the related infra setup required to support it.

This commit does three things that all related and required to get
rid of `webdriver-manager`:
* Our puppeteer protractor setup in AIO relies on webdriver-manager
because we install a corresponding chromedriver based on the puppeteer
chromium version. We would like to get rid of this brittle setup.
* We don't use `puppeteer` in many places because we manage chromium and
the driver through Bazel. This commit removes the remaining puppeteer
usage and replaces it with the Bazel-managed canonical browser
* We need to migrate the AIO production URL tests to Bazel. These
weren't part of Aspect's migration. This is needed so that we can drop
puppeteer and use the Bazel browser setup.
* Migrates some at-runtime TS `ts-node` test setup to proper idiomatic
Bazel code. Needed because it depends on code that also had to be
migrated to Bazel given the production e2e test Bazel migration (above
points).
Note: The xregexp dependency had to be added to the root project because
`ts_library` does not support compilation deps from `@aio_npm`. This is
something we will fix anyway when we have a more modern toolchain!

Since the Bazel setup in this repo will now always use ESM,
the tooling scripts/binaries in AIO need to be switched to ESM
too. Most of the scripts are already ESM, but a few had to be converted.
Note that the Dgeni generation does not use ESM because it's unaffected
and the Dgeni CLI is used. In the future we could also update the Dgeni
setup to ESM but there is no need currently.

The `example-boilerplate` NodeJS binary always depends on all files from
the individual examples. This is not needed as for composition w/ the
boilerplate, only the target example content + boilerplate is needed
in the runfiles. This reduces the runfiles and therefore speeds up
boilerplate creation (which can happen for all examples concurrently).

AIO has two risk places where `node_modules` folders may exist and may
be accidentally picked up by Bazel- even though they are already added
as part of `.bazelignore` and made visible through `.gitignore`. It
doesn't hurt instructing Bazel to always ignore `node_modules` as part
of the `glob` instruction.

The ngc entrypoint escapes the sandboxed example folder. Rather than
always symlinking local packages, copy the full package when there are
bin entries.
These changes include
- Remove the usage of `enableProdMode`
- Remove `test.ts`, `polyfills.ts`, `karma.conf.js` and environment files which are no longer generated by default

Add a new doc, `aio/UPDATING.md`, with instructions on updating the
angular.io app to align with the latest Angular CLI/framework/Material.

With this change we replace AIO examples to use stable Angular packages.
The main reasons for this is that prereleases might contain bugs that
are not in the stable version especially in the Angular CLI were it's
not validated in G3.

All docs examples share the same `node_modules/` (symlinked into each
example from `aio/tools/examples/shared/node_modules/`). However, each
example type has a different `package.json`, which comes from
`aio/tools/examples/shared/boilerplate/*`). In order to ensure that the
dependencies in each example's `package.json` are the same as the ones
in the symlinked `node_modules/` (i.e. the ones that CI tests are run
with), we have a script (`yarn run sync-deps`) that can sync
dependencies from `shared/package.json` into the boilerplate
`package.json` files.
Previously, this script had to be run manually, which was easy to
forget/not know about and resulted in the boilerplate dependencies
often being out-of-sync with the ones in `shared/package.json` (and by
extension, the ones that were actually installed in `node_modules/`).
This commit helps keep the boilerplate dependencies up-to-date in the
following ways:
- Adds the `sync-deps` script to the `postinstall` scripts.
This ensures that dependencies remain in sync whenever someone
manually updates dependencies in `shared/package.json`.
- Runs the `sync-deps` script as a Renovate post-upgrade task.
This ensures that the depenencies remain in sync whenever Renovate
updates dependencies in `shared/package.json`.

With the recent lock file maintenance, the `@types/angular` dependency
ended up being duplicated. This seems to happen because we locked our
type dependency, but other Angular deps like `angular-route` had a
looser dependency, resulting in e.g. `1.7` types and `1.8` types to be
loaded.
This ultimately ended up breaking TypeScript's auto-discovering
of types and broke some example compilations e.g.

We fix this by loosening the type dependency ranges, updating all of
these. Also we update AngularJS itself to the final version.

Previously, the examples were split across shards based on the order in
which `globby()` returned them. This was based on the assumption that
`globby()`/the OS would list files in a deterministic order. However, it
turns out that examples can be listed in different orders between
executions, leading in them not being split correctly across shards on
CI (which further means that some examples may be tested multiple times
and others may not be tested at all).
You can see an example [here][1], where the `getting-started` example is
tested in both the 4th and 5th shards.
This commit fixes this by explicitly sorting the examples based on their
path.

The SystemJS examples were using an outdated version of rollup that did
not support export fields. Now with the recent changes where we removed
secondary package.json files, the rather old/somewhat outdated SystemJS
examples failed bundling since exports were not considered.

In PR #43975, the `Angular Elements` guide was updated to remove
mentions of the Custom Elements-related polyfills, since they are no
longer necessary in v13+ (due to all CLI projects being ES2015+ and all
supported browsers natively supporting Custom Elements).
This commit updates the related docs example boilerplate to not include
the unneeded `@webcomponents/custom-elements` polyfill.

When the docs examples tests run with `--cliSpecsConcurrency` greater
than 1 (as happens on CI), the output of each process is [buffered][1]
(to avoid interleaved output from multiple, parallel processes) and is
only printed out once the process exits (either successfully or with an
error). However, in cases where a process did not exit, the buffered
output would be never printed out, thus making debugging the failure
harder. This is the case, for example, if a build error happens during
`ng e2e`. This can be seen in action in [this CI job][2], where the job
fails due to no output, but the error (which is an incompatible TS
version) is never printed out.
To make debugging such situations easier in the future, this commit
updates the `spawnExt()` helper to reject (causing the buffered output
to be printed out) if there is no output from the spawned process for
more than 5 minutes.

This commit temporarily disables the SystemJS upgrade e2e tests. All of
the upgrade e2e tests (except for `phonecat-1-typescript`) rely on UMD
bundles. These are no longer available for the v13 Angular package
output, so we disable the tests for now.
These e2e tests can be re-enabled once we migrated the exampels from
UMD bundles to e.g. the CLI, or some custom rollup build. Alternatively
it might be even possible to use FESM bundles directly (depending on
browser support for the AIO examples; this is something the docs-infra
team will have to determine though).

Adding suites to the `IGNORED_EXAMPLES` array currently results
in an runtime exception because later when ignored examples are
printed to stdout, a non-existent variable is referenced back
from when there were examples disabled due to the Ivy migration.
This commit fixes the logic.

The CLI has been updated with various changes to support for ESM package
output of the framework. This commit updates to a next version of the
CLI v13 that contains these necessary changes, allowing us to test/validate
our package changes through integration tests or AIO examples.
This update also contains a fix for the adjust enum babel optimization
that broke with the latest rollup version.

This commit adds support for excluding certain docs examples from the
command used to run tests. This is useful to run extra tests on CI that
might not be compatible with all examples (for example, run tests with
different versions of a dependency).
In a subsequent commit, this will be used to run tests against RxJS v7

This commit changes the `engines` rules in the root `package.json` as
well as the `package.json` used when working on docs example to also
accept Node.js versions greater than v14. This aligns them with
`aio/package.json` and allows using Node.js v15 and v16 (current) for
local development in the `angular/angular` repo.

When aio yarn docs-only command runs on v12.14.1 it fails details given on issue #41979. Upgrading node version to v12.17.0 solves this but creates a new warning (node:467072) ExperimentalWarning: The ESM module loader is experimental.

Previously, the tests in `create-example.spec.ts` made assertions using
some hard-coded absolute paths (something like `/foo/bar`). This caused
the tests to fail on Windows, where the absolute paths are prefixed with
the drive letter (something like `C:/foo/bar`).
This commit uses `path.resolve()` to ensure paths are converted to the
format used on the current OS.
