### What is this PR for? This PR is for the purpose of recover running interpreter process when zeppelin server is restarted. This would be useful when restarting zeppelin without interrupt current running interpreter processes, should be useful when admin do maintenance or upgrading. Interface `RecoveryStorage` is used for storing the information of running interpreter process. Currently it only has one implementation `FileSystemRecoveryStorage`, other implementation could be done later (such as zookeeper based). `InterpreterLauncher` is the component where to recover the running interpreter process.
