Fix pre post logic function not executed (#19462) 
- removes pre-install function 
- execute **asyncrhonously** post-install function at application
installation
- add optional `shouldRunOnVersionUpgrade` boolean value on post-install
function definition default false
- update PostInstallPayload to 
```

```
