- add java clipColumnFamily api in Rocksdb.java
The method signature of the new API is
```
public void clipColumnFamily(final ColumnFamilyHandle columnFamilyHandle, final byte[] beginKey,
final byte[] endKey)
```
### Test
add unit test RocksDBTest#clipColumnFamily()
