Removed all kind labels from the templates now that we have issue types.

chore: add github issue types to templates
...
Adds the GitHub issue type to the three matching templates. The kind/* label is kept
for now to allow some migration time.
Renamed feature_request file to feature to match the type, and updated the description
to match as well.
First part of #14777 .
