Popup and mobile topic views call useFetchTopics without excludeStatuses, so completed topics remain reachable on surfaces that don't expose the toggle (e.g. the popup window for a deep-linked completed topic, the mobile TopicModal). Also switch ChatTopicStatus imports in the topic item / dropdown files to @lobechat/types to match the rest of the topic-feature imports.
