Add support for Windows setup experience software (#33134 )

For #32542.

- [X] Changes file added for user-visible changes in `changes/`,
`orbit/changes/` or `ee/fleetd-chrome/changes`.

- [X] Input data is properly validated, `SELECT *` is avoided, SQL
