enable fleet secret variables in the macos setup script in gitops (#29164 )

For #28215

Allows users to use fleet secret variables for macos setup script for
gitops.


- [x] Changes file added for user-visible changes in `changes/`,
`orbit/changes/` or `ee/fleetd-chrome/changes`.
- [ ] Added/updated automated tests
- [x] Manual QA for all new/changed functionality
