fix os updates page form not updating properly on team switch (#16369 )

relates to #16045

fix UI bug on the controls os updates page where the updated targets
were not being rendered correctly when switching teams.

- [x] Changes file added for user-visible changes in `changes/` or
`orbit/changes/`.
- [x] Manual QA for all new/changed functionality
