Correctly handle NULL timezones (#20605 )

## Addresses #20618 
- Update `CalendarEvent.TimeZone` type to be `*string`
- Consider any Fleet calendar event with `NULL` timezone to need an
update, and write the latest google calendar timezone
- [x] Changes file added for user-visible changes in `changes/`, 
- [x] Added/updated tests
- [x] Manual QA for all new/changed functionality
