Filter out DEB/RPM installers in ListHostSoftware when they're incompatible with the target host's distro (#30852 )

Fixes #29849.

- [x] Changes file added for user-visible changes in `changes/`,
`orbit/changes/` or `ee/fleetd-chrome/changes`.
