38543 disk encryption miscount (#39497 )

**Related issue:** Resolves #38543
- Fixed `filterHostsByOSSettingsDiskEncryptionStatus` using the wrong
subquery for action_pendig
- Added checks against `host_mdm` and `nano_enrollments` to FileVault
summary counts to match ListHosts behaviour.
