Smaller design reviews and other product design feedback (#21660)
Currently, design reviews are too big. This slows us down when we’re in
final review mode. Open discussion with various internal and/or external
stakeholders is valuable when reviewing not-yet final designs.

Changes:
- Big design review on Mondays:
  - Who? Noah+Luke+Product Designers
    - _All Fleeties can attend and give feedback_
- What? Product Designers get feedback on _not-yet final designs_
("Feedback" mode)
- Small design review rest of the week:
  - Who? Noah+Luke+Product Designers
    - _All Fleeties can attend as shadows_
- What? Product Designers get feedback/approval on _final designs_
("Final review" mode)
- Product Designer is responsible for "In progress" => "Ready to spec"
and EM is responsible for "Specified" => "Estimated"
