Include vulnerability filtering conditions on vpp apps and latest host software installs/uninstalls https://github.com/fleetdm/fleet/issues/26824 - [x] Changes file added for user-visible changes in `changes/`, `orbit/changes/` or `ee/fleetd-chrome/changes`.
