Create new ListItem and FileUploader component and use on controls page ( #15103 )

This adds a new ListItem component and FileUploader component and
updates the Custom settings and scripts page to use this new ListItem
component.
This List component centralises where the markup and styles live. We
still need to update the bootstrap list item and eula upload list item
but will do that in the future.

UI for bootstrap package flows ( #11288 )

This is the UI for all the flows around adding, removing, downloading,
and viewing information about a bootstrap package for fleet mdm. This is
pretty comprehensive but includes:
### Backend
**Update `Get host/id`** to include bootstrap package name

This issue was introduced in
https://github.com/fleetdm/fleet/pull/10377 , which was a minor styling
fix. Because this is a release blocker, and the styling issue is not, I
am reverting the change and re-opening the other bug so we can find an
alternate, non-breaking fix.
