Basic Android MDM on/off backend functionality. Manually tested.
The following env vars must be set:
```
FLEET_DEV_ANDROID_ENABLED=1
FLEET_DEV_ANDROID_SERVICE_CREDENTIALS=$(cat credentials.json)
FLEET_DEV_ANDROID_PUBSUB_TOPIC=projects/your-project/topics/your-topic

I picked https://github.com/go-json-experiment/json as the JSON library,
which seems like the safest option.

- currently used in production by other companies, like Tailscale
- well-maintained

This PR adds missing support for updating a team's failing policy
webhook via GitOps:
* If `team_settings.webhook_settings.failing_policies_webhook` is not
set, the webhook will be disabled and all settings cleared.
* If `team_settings.webhook_settings.failing_policies_webhook` is set,
the webhook will be configured according to the specified settings.
A new test has been added to verify this functionality, and I tested it
locally using the `fleetctl gitops` command.

Enable gitops to create teams with no enroll secrets, or clear enroll

`fleetctl apply` also gains this extra functionality. In `fleetctl
apply` secrets will not be change if one of the following:
- secrets is missing from yml
- They are blank in yml, like: `secrets:`
- They are null in yml, like: `secrets: null`
They will only be cleared with `fleetctl apply` if the user explicitly
sets them to an empty array, like:

Improvements to `fleetctl gitops` command:
- Added the ability to pass multiple files, like `fleetctl gitops -f
file1 -f file2`, where the first file must be the global configuration
- Added the ability to remove teams that were not specified in team
configs using the switch `--delete-other-teams`
- When passing a global config and team config during initial
configuration, the `org_settings.mdm.apple_bm_default_team` value can be
set to match the team that will be created by the provided team config.
