For #19016
This changes all the places where we previously assumed that certs were
hardcoded when the Fleet server started to query the database instead.
The plan is to loadtest afterwards, but as a first preemptive measure,
this adds a caching layer on top the mysql datastore.

For #17291, this prevent re-assigning profiles to ABM hosts that already
have the right one.
This was happening very frequently for hosts that are in the last page
of the `/sync` request, as there's no indication that the cursor was
exhausted and we keept on assigning profiles to those hosts.
This caused profile assignment to eventually fail, presumably due to
rate limiting.
scheduled tests, which are run with `-race` are [failing][1], this was
fixed in the `etcd-io/bbolt` fork of the now archived `boltdb/bolt`, for
more details check [this issue][2].
since boltdb is used only for tests, and they're passing after switching
to the fork, this seems like a reasonable way to fix them.
