This updates the UI activities software including a new software details
show details modal:

It also includes tests and api integration work for the creating and
reading of scoped software via labels.
> NOTE: still need to do the editing which we can do in another PR when
the API is ready.

- Define shared global styles for forms (`form` and `.form`s) and
`.form-field`s
- Sweep through the app, updating each form from being locally styled to
first prioritizing the global styles and only defining local styles
where needed for custom behavior
- Remove lots of unnecessary nesting of elements
- Other small bug fixes and improvements

- Move from Mocha to Jest for JS testing (Jest seems to have better support for
'watching' tests and a more active community these days).
- Codemod existing tests to Jest syntax (using https://github.com/skovhus/jest-codemods)
- Fix some errors in tests that were previously hidden.
- Update Babel.
The goal of this PR was to insert new colors, remove legacy colors, and update only the styles accordingly. The Nunito Sans Italic font was also added.
Later PRs will include layout, copy, and style change to individual components. These later changes will more exactly resemble the current mockups.
