Konstantin Sykulev	68c3ade0b2	Removed fleet secret validation during gitops dry runs (#31402 ) Fixes #30853 Install and uninstall scripts that contain fleet secrets do not need to be validated in the `batchSetSoftwareInstallersEndpoint` during gitops dry runs. Removed fleet secret validation during gitops dry runs (#31402 )

Fixes #30853

Install and uninstall scripts that contain fleet secrets do not need to
be validated in the `batchSetSoftwareInstallersEndpoint` during gitops
dry runs. These secrets are already validated on the gitops side.
