Add initial Arch Linux support (#33096)
For #32859.

We can ignore the "Dependency review" failure in
[CVE-2023-32698](https://github.com/advisories/GHSA-w7jw-q4fg-qc4c)
because we already have the rules to ignore it (we are not vulnerable).
I'm not updating nfpm to latest because it would require further changes
on all deb/rpm generation (source code breaking changes on the golang
interfaces).

[orbit/packaging] delay restart for in-band pkg upgrade on Linux (#31286)
Admins _should_ be upgrading orbit/osqueryd/fleet-desktop using TUF, but
there's no official path for pushing updates to the orbit environment
file (`/etc/default/orbit`).

Knowing that this file is installed by fleet-osquery, I naively pushed a
new fleet-osquery package to a user's machine, thinking that would be
fine installing over the existing package. Instead it actually broke
orbit entirely on the host, rendering it unreachable until the user
manually reinstalled the package. This is because the pre-removal script
unconditionally stops orbit even if it's being upgraded, and when orbit
is stopped it terminates any processes underneath it, including the
ongoing package installation.

To workaround this, we replace the simple
`systemctl restart orbit.service` with a check for the `INSTALLER_PATH`
environment variable that orbit sets during software installations. If
the variable is present, `systemd-run` is used to schedule the service
restart 60 seconds in the future, which is assumed to be more than
enough time for the package manager to finish and exit. Unfortunately,
this bugfix cannot be made retroactive, because the broken version of
the prerm script is called before the new package starts to be
unpacked/installed.

Although there are other ways of doing anything an administrator might
be trying to accomplish by pushing a new fleet-osquery package, bricking
an endpoint simply by pushing this package through the Software page
seems like a pretty massive footgun that is easy to protect against.

[fleetctl] fix deb package build (#23796)
I'm trying to setup a GitLab CI job to build the deb packages, but it
fails with:

Error: open output file: open build/fleet-osquery_1.35.0_amd64.deb: no such file or directory
```

It happens because I can't mount the `build` volume as I would do on my
local pc. To reproduce:

```
docker run -it fleetdm/fleetctl package --type=deb --fleet-url=my.url --enroll-secret=mysecret
```

`pkg` and `msi` works fine. I can workaround it by creating the `build`
dir first, but I think that's also fleetctl job to create it.

Handle RPM upgrade in %postun script (#14379)
This pull request addresses a key aspect of the RPM upgrade process -
handling of scripts during upgrades vice pure deletion events.

An RPM upgrade operation consists of both an Install and an Uninstall
operation, meaning that during an upgrade, our %postun script is run and
previously, it was causing the accidental deletion of binaries needed
for the upgrade.

To prevent this unwanted removal during upgrade scenarios, the %postun
script now checks for the execution scenario in which it finds itself.

Allow to configure fleetd for script execution (#13564)
Related to #13310 and #13304 this adds two ways to enable script
execution in `fleetd` (the orbit component)

- By building a package with `--enable-scripts`
- By providing a setting via a configuration profile (macOS only)

Due to how the profile assignment works, this change automatically
updates the `com.fleetdm.fleetd.config` for hosts that already have the
profile installed.

implement a docker image to package orbit natively in Linux (#6504)
Related to #6364 and #6363, this:

- Adds a new Docker image, `fleetdm/fleetctl` equipped with all necessary dependencies to build Fleet-osquery binaries for all platforms
- Modifies the package generation logic to special case this scenario via an environment variable `FLEETCTL_NATIVE_TOOLING`
- Adds a new GitHub workflow to test this

There are more details in the README, but part of the special-casing logic is in place to output the binaries to a folder named `build` when they are run with `FLEETCTL_NATIVE_TOOLING`, this is so we can persist the binary generated by the docker container via a bind mount:

docker run -v "$(pwd):/build" fleetdm/fleetctl package --type=msi
```

To test this changeset, I have generated packages for all platforms, both via the new Docker image and via the classic `fleetctl package`.

fix SELinux issue (#5335)
Install orbit to /opt instead of /var/lib. When installing to /var/lib,
the default selinux context of var_lib_t gets applied, which results in
an AVC error when running via systemd.

linux_shared.go: update postinstall script (#3959)
1. In sh, `which` is actually a binary usually located at `/usr/bin`, but not every GNU/Linux distribution comes with it installed by default. Whereas, `command` is a built-in shell tool, hence, it's safer to use it instead of which to verify if a binary is present in the machine
2. I believe there was a typo in the redirections in the `systemctl daemon-reload 2>/dev/null 2>&1` line
3. The `systemctl enable` command is necessary because the service is created, but not activated, meaning when the user reboots his machine orbit won't automatically relaunch

Make Linux postinstall more permissive (#3550)
In some installations (observed on GitHub Actions), the postinstall
script would fail to start the service because the `systemctl` binary
was at a different path than expected, or the `systemd` binary was not
found running.

This change allows the service to start on these environments.
