- Added `GET /api/_version_/fleet/android_enterprise/signup_sse`
endpoint and tests
- Fixed up handling of Android status reports with a deleted device. We
don't actually expect this to happen in production since the proxy
should delete the pubSub connection when the enterprise is deleted.

`1. (object=mdm_apple_command, action=read/write)` and `2. (object=host,

Related to #10121 this reverts #10107, and modifies the UI to use
`mdm.enabled_and_configured` instead of the `GET /mdm/apple` endpoint so
we don't face permissions issues and Maintainers are able to see the
Controls page.
