I (Martin) did test `labels_include_all` for FMA, custom installer, IPA
and VPP apps, and it seemed to all work great for gitops apply and
gitops generate, **except for VPP apps** which seem to have 2 important
pre-existing bugs, see
https://github.com/fleetdm/fleet/issues/40723#issuecomment-4041780707

## New Fleet configuration settings

Fix addFleetMaintainedAppEndpoint to accept fleet_id param (#41805)

# Details

Solves two issues in 4.82:

1. The `fleet_id` param in `POST /software/fleet_maintained_apps` wasn't
being read, causing all FMAs using that param to be added to fleet ID 0
(unassigned aka No Team)
2. We were logging deprecation warnings for body params even if the
topic was turned off, meaning Fleet would generate deprecation warnings
in certain cases that users wouldn't be able to fix.

Add renameto tags to prepare for deprecating team and query API params (#39847)

# Details

As a first step to deprecating API params like `team_id` in favor of
`fleet_id` and `query_id` in favor of `report_id`, this PR adds
`renameto` tags to all deprecated keys. There is no logic in this PR to
actually use these tags in any way. The logic and test fixes will be in
the next PR, but in the interest of keeping things manageable I'm
pushing this out first.

There were definitely params with "query" in them that we don't want to
change (mainly osquery-related), and I think I kept them all out but
it's worth double-checking here. The team -> fleet changes are pretty
safe in comparison.

Fix FMAs on Render (#37557)
Fixes #33732

Base64-encodes the `install_script` and `uninstall_script` payloads for
add and edit software to prevent being blocked by WAF rules and allow
FMAs for Windows to be added/edited in Fleet instances running on
Render.

Switch Fleet-maintained apps to use manifest-based structure (#27201)

Revise FMA list endpoint to match Windows FMA spec (#27180)
For #26652. No changes file as that'll come in another PR. Will stack
additional PRs on top of this one (for ingestion changes etc.) to get
this merged more quickly.

Allow automatic creation of software install policy for VPP and FMA apps in API (#26440)
For #26190. FMA is included here because the previous implementation was
client-side. QA'd manually. Follow-up PR soon with automated test coverage.

Feat UI creat policies fleet apps title details (#23972)
relates to #23137, #23136

implements to the rest of the UI for automatically creating fleet
policies when adding a fleet maintained app. Also includes the API
changes needed for this which include changing the `GET
/software/titles` and `GET /software/titles/:id` endpoints to include
the `automatic_install_policies` data.

UI added includes:

Add count and apps_updated_at data to GET /fleet_maintained_apps and UI (#22778)
relates to #22732

This adds the `counts` and `apps_updated_at` response data on the `GET
/fleet_maintained_apps` endpoint. We then add that to the UI to show the
counts and last time fleet maintained app data has been updated:
