## Problem
Flatcar Container Linux reports `platform=flatcar` and
`platform_like=coreos` via osquery's `os_version` table. Neither value
is in `HostLinuxOSs`, so `PlatformFromHost("flatcar")` returns `""` and
`RunsForPlatform` skips all Linux-platform-filtered detail queries.
**Symptoms:** Flatcar hosts enroll successfully, appear online, and
respond to live queries. But host details (private IP, disk space, etc.)
are never populated because the detail queries that collect this data
are never sent to the host.
## Context
Flatcar Container Linux is an immutable, container-optimized Linux
distribution (successor to CoreOS Container Linux). We deploy Fleet's
Orbit agent on Flatcar via systemd-sysext and have confirmed that all
osquery tables work correctly — the only gap was this platform string
not being recognized.
This follows the same pattern as prior platform additions: #19011
(tuxedo), #28977 (neon), #34357 (manjaro-arm).

## PR 1/2 for #32037
- Implements update for the Linux setup experience from the IT admin's
point of view. Updates for the end-user ("My device" page) to follow
- Works in concert with the new endpoints implemented in
https://github.com/fleetdm/fleet/pull/32493
- Splits Controls > Setup experience > Install software into 3 tabbed
sections, one for each of macOS, Windows (placeholder state for now, to
be implemented in following iteration), and Linux.
- Dynamically calls new GET and PUT endpoints and routes data
accordingly depending on which platform software for install is being
updated for.
- Update the software selection modal to display software package
versions, including the package type (deb, rpm, or tar) for Linux
software packges.

Added `neon` to list of Linux platforms associated with hosts so that
Linux-specific detail queries and policies will be sent to hosts running
the XDE Neon operating system.
This does not guarantee full compatibility with Neon, but will improve
telemetry.

# Changes
I'm running orbit based osqueryd on a laptop with [Tuxedo
OS](https://www.tuxedocomputers.com/en/TUXEDO-OS_1.tuxedo#).
This OS identifies its platform via osquery as `tuxedo` and is therefore
not recognized by the Fleet server:

This causes policy and scheduled queries to not being run on my system.
With this PR Im adding `tuxedo` to all occurrences found when searching
for `kali`.
Additionally pre-commit checks were failing for me locally as it could
not find the hook-id `RuboCop`. This could be solved by using `rubocop`
instead.
Afterwards all pre-commit checks succeeded locally.
