Bump supported MySQL versions (#40892)
Fixes #40975.

8.0.32 (was running in Aurora managed cloud at the time) -> 8.0.39 (what
we're running now) 8.0.36 -> 8.0.44 (latest 8.0.x version supported by
Aurora; holding off on 8.0.45 until Aurora supports it) 8.4.7 -> 8.4.8
9.5.0 -> 9.6.0

Also bumped the supported Aurora version from 3.07.0 to 3.08.2 to match
what we're running in managed cloud right now

Fleet might work on older patch versions but we'll no longer dev/test on
them. MySQL 9.x not testing previous minor versions matches with our
previous approach for that version.

Since these are all patch/minor bumps (and the overnight build cases are
patch bumps/are covered by AWS envs) automated testing should be
sufficient here.

Simplify DB test/upgrade tool (#27141)
This PR simplifies the `test/upgrade` tool the QA team uses to test DB
upgrades.

- Removes "online migration" approach because we currently don't support
it (so it removes nginx as dependency).
- Adds a workflow to manually run this on Github actions (in case dev/QA
folks have issues with Docker on macOS, which is a common thing...)
- Adds logging to the output to ease troubleshoot (previous versions was
too quiet making it impossible to troubleshoot).

Only use one nginx worker, add a slight wait post-nginx-reload, to properly upgrade-test schema changes that aren't backward-compatible on the "get enroll secret" code path (#26008)
For #26003. Will add more context to that ticket.

This is a robustness fix to the upgrade test, which pulls tags/branches
from Docker, so this does _not_ need to be cherry-picked.

To confirm this fix, run the upgrade test from <4.63.0 to >= 4.63.0 and
see it pass rather than fail.

update osquery image in db migration testing tool (#15658)
In this release we're introducing a query that makes use of
`browser_type` which was introduced in a newer osquery version.

In our docs we officially support "the latest" osquery, but doing a soft
bump for now.

Only set public IPs on host.public_ip and add docs (#9900)
#9857

The "Public IP address" field is sometimes set to a "Private IP" on the
following types of Fleet deployments:
- Local deployments.
- Deployments where Fleet is on a private network.
- Deployments where an agent connects to Fleet not via the public
internet.

This PR will prevent a private IP to be set on the `host.public_ip`
field.
And this PR also adds documentation on how Fleet deduces the public IPs
of the devices so that a user can make the changes to fix this.
