Update to product rituals (#13814)

1. Churned bug rituals moved to mid-sprint 
2. Isabell as DRI for CX KPI numbers 
3. Maintenance ritual added.
4. Add "Settled" quality check
5. Add notifying CS as part of churned bug round-up
