Add performance feedback (#15652)

Mention of performance feedback needs to remain on the communications
page, to be clear of the expectation for all Fleeties. It cannot live
solely on the Leadership page (which has a different target audience).
Reverting a change that happened recently, and linking to the manager
guidance in the Leadership page.

## Receiving performance feedback
At Fleet, performance feedback is a continuous process. We give feedback (particularly negative) as soon as possible. Managers at Fleet will provide performance feedback [during scheduled 1:1 meetings](https://fleetdm.com/handbook/company/leadership#performance-feedback), if not sooner.
## Equipment
Fleet provides laptops and YubiKey security keys for core team members to use while working at Fleet. As soon as an offer is accepted, Business Operations will reach out to the new team member to start this process and will work with the new team member to get their equipment requested and shipped to them on time. From time to time, team members need to purchase additional equipment in the interest of the company.
