Add AWS offer creation steps to handbook (#31826)

### Create an offer in AWS Marketplace

|
||||
1. Use gmail to log in to AWS SSO.
|
||||
|
||||
2. Use this URL [https://aws.amazon.com/marketplace/management/offers/](https://aws.amazon.com/marketplace/management/offers/) to login.

||||
|
||||
3. Click "create private offer"
|
||||
|
||||
4. Product type is "SaaS product"
|
||||
|
||||
5. Product is "Fleet Premium".
|
||||
|
||||
6. Click "continue to offer details." This should bring you to "Step 1: Provide offer information."

||||
|
||||
7. For offer name use the naming convention [YYYY] [Customer name] [initial term or renewal]. Example, "2025 Horus renewal."

8. You can leave the offer description blank.
