Short goals for Fleet's values.md (#8931)
These edits address items 3, 4, and 8 from the handbook notes doc: https://docs.google.com/document/d/17BhgTqCI5255RY71m5ri3nDx71DqmfYwyJmRe_nJ4Ns/edit I'm happy to revise as necessary.
