When? If the context (mission critical) feature is a customer promise or a customer request that's blocking migration.

Features that are core to Fleet are prioritized over context (mission critical) features. Mission critical features can be prioritized over core features only if they're a customer promise or a customer request is blocking a migration to Fleet.
If an issue has the `~feature fest` label, then it's a new feature request that will be weighed at the next 🎁🗣 Feature Fest meeting.
If an issue has the `~customer request` label, then it's a feature request that's already been prioritized. It will have one or more user stories that will be worked on in the current quarter.
