🧑‍💻(config) THEME_CUSTOMIZATION_CACHE_TIMEOUT to 15 seconds 
In development mode, we will reduce the cache timeout
for theme customization to 15 seconds.
This change allows developers to see updates
to theme settings more quickly without needing
to clear the cache manually.
