Facundo Farall 15e536780d build: ⬆️ Upgrade to SH release v0.3.1 (#393) ... This PR upgrades the StorageHub version to [v0.3.1](https://github.com/Moonsong-Labs/storage-hub/releases/tag/v0.3.1). The changes applied are the ones suggested in the corresponding release notes, which in short are: - Adding the `get_number_of_active_users_of_provider` runtime API to the `PaymentStreams` pallet runtime APIs. - Supporting `--max-open-forests` CLI param (has defaults). - Supporting Prometheus telemetry.
