Pawel Kozlowski c639210314 refactor(devtools): add missing imports (#59000) 
Some of the devtools commits were merged into v19
(probably shouldn't have) and were missing imports.
This commit adds missing imports to re-enable tests.

Angular DevTools UI

This module exports the Angular DevTools component. We render the DevToolsComponent within an Angular application running in Chrome or Firefox DevTools. This module of the application communicates with the Angular DevTools "backend".
