Andrew Kushnir 744f7ffb61 refactor(platform-server): avoid using platformDynamicServer when ngJitMode is disabled (#50007) ... This commit refactors the logic of the `platform-server` to avoid using `platformDynamicServer` when `ngJitMode` is disabled.
