Matt Turco 22d3f0562c feat(core): add hook for producer creation side effects (#60333) 
Adds a hook in the same style as `postSignalSetFn` for running side effects when a producer has been created. This hook will be passed the reactive node being created.

public-api/

This directory contains all of the public api goldens for our npm packages we publish to NPM. These are tested on all PRs and commits as part of our bazel tests.

To check or update the public api goldens, run one of the following commands:

yarn public-api:check
yarn public-api:update
