Andrew Kushnir bde319e534 refactor(common): create an NgModule for the NgOptimizedImage directive (#47082) ... This commit updates the `NgOptimizedImage` directive to drop the `standalone` flag and create a new NgModule which declares and exports it, so that the directive can be used in apps that use pre-v14 version of Angular.
