Alex Rickabaugh a07cb097e9 Revert "Revert "refactor(migrations): support use of an ESM @angular/compiler package (#43627)"" (#43637) ... This reverts commit ab3de40ba3, which is itself a revert of the original commit. Thus, this restores the changes to schematics in support of ESM.
