Matthieu Riegler 6daa454e40 fix(devtools): Specify when an app is considered in dev mode. (#48970) 
DevMode is when the ng debug object is available. `Optimization:true` is responsible for treeshaking everything behind `ngDevMode`.

Angular DevTools UI

This module exports the Angular DevTools component. We render the DevToolsComponent within an Angular application running in Chrome or Firefox DevTools. This module of the application communicates with the Angular DevTools "backend".
