Paul Gschwendtner 4b4941046c refactor(compiler-cli): support linking/parsing new partial output for signal inputs (#53808) 
As we introduced the new partial output for signal inputs, we also need
to update the linker code to be able to parse this. This commit adds
this functionality.

In the follow-up commit, compliance tests for linking, partial output,
and full compilations are added.

Angular linker - Babel plugin

This package contains a Babel plugin that can be used to find and link partially compiled declarations in library source code. See the linker package README for more information.

Unit Testing

The unit tests are built and run using Bazel:

yarn bazel test //packages/compiler-cli/linker/babel/test
