Pete Bacon Darwin 5565810bd6 refactor(compiler-cli): implement ɵɵngDeclareNgModule and ɵɵngDeclareInjector (#41080) ... This commit changes the partial compilation so that it outputs declaration calls rather than definition calls for NgModules and Injectors.
