Tom Wilkinson f1d6f867b9 refactor(core): Remove A11Y_SUPPORT_IN_DISPATCHER behavior. (#55497) 
The only use case internally has been removed and this can be
accomplished with A11Y_CLICK_SUPPORT_DEFERRED.
