Jessica Janiuk c8d3439814 refactor(core): Reorganize and cleanup animations code (#63775) ... This is a pure re-organization of the animations code. No functionality changes, but it should be easier to navigate now. Utility classes have been moved to a `utils.ts` file. The related functions in the instructions have been grouped closer together.
