As mentioned in previous commits (check them for more details), `@bazel/typescript`
no longer contains `ts_library`-specific code, so we no longer need that dependency.

To make our test output i.e. devmode output more aligned
with what we produce in the NPM packages, or to be more
aligned with what Angular applications will usually consume,
the devmode output is switched from ES5 to ES2015.
Additionally various tsconfigs (outside of Bazel) have been
updated to match with the other parts of the build. The rules
are:
ES2015 for test configurations, ES2020 for actual code that will
end up being shipped (this includes the IDE-only tsconfigs).

This commit removes special functions that were used to run tests in ViewEngine or Ivy only.
Since ViewEngine is deprecated and we no longer run ViewEngine tests on CI, we can cleanup
those special helpers and ViewEngine-only tests.

This commit removes most tests that were designated as only covering View
Engine code. It also removes tag filters from CI and local commands to run
tests.
In a few cases (such as with the packages/compiler tests), this tag was
improperly applied, and certain test cases have been added back running in
Ivy mode.
This commit also empties `@angular/compiler/testing` as it is no longer
necessary (this is safe since compiler packages are not public API). It can
be deleted in the future.

Currently, some tests in the `compiler-cli/integrationtest` package fail
on Windows because there are spec files which are not Bazel-generated.
When Bazel runs these tests on Windows, the spec file is resolved to
the actual source file (since there is no runfile symlinking/sandboxing).
This breaks the execution of the CJS spec file since it resides in th
`packages/compiler-cli` source folder which has a `package.json` set to
`type: module`.
We fix this by adding a `package.json` file for the integration test
folder and setting `module` to `commonjs`.

Now that `Route.loadChildren` no longer accepts a string, there is no
need for tooling to find all string-based `loadChildren` to setup lazy
imports for them. As a result, the `listLazyRoutes` operation that
enumerates all string-based `loadChildren` occurrences is no longer
needed and is therefore removed from the compiler.
The `listLazyRoutes` API remains on the `Program` interface to avoid
breaking external tools that may be using this method, but those tools
should ultimately move away from using this API.

The `ng_module` rule supports the generation of flat module bundles. In
View Engine, information about this flat module bundle is exposed
as a Bazel provider. This is helpful as other rules like `ng_package`
could rely on this information to determine entry-points for the APF.
With Ivy this currently does not work because the flat module
information is not exposed in the provider. The reason for this is
unclear. We should also provide this information in Ivy so that rules
like `ng_package` can also determine the correct entry-points when a
package is built specifically with `--config=ivy`.

@angular/common/http. The legacy package hasn't been published
since v7, and will therefore not include a migration.

If ngcc gets updated to a new version then the artifacts
left in packages that were processed by the previous
version are possibly invalid.
Previously we just errored if we found packages that
had already been processed by an outdated version.
Now we automatically clean the packages that have
outdated artifacts so that they can be reprocessed
correctly with the current ngcc version.

Under bazel and Ivy we don't need the shim files to be emmited by default.
We still need to the shims for blaze however because google3 code imports them.
This improves build latency by 1-2 seconds per ng_module target.

The `ngInjectableDef` property was renamed to `ɵprov`, but core must
still support both because there are published libraries that use the
older term.
We are only interested in such properties that are defined directly on
the type being injected, not on base classes. So there is a check that
the defintion is specifically for the given type.
Previously if you tried to inject a class that had `ngInjectableDef` but
also inherited `ɵprov` then the check would fail on the `ɵprov` property
and never even try the `ngInjectableDef` property resulting in a failed
injection.
This commit fixes this by attempting to find each of the properties
independently.

Injectable defs are not considered public API, so the property
that contains them should be prefixed with Angular's marker
for "private" ('ɵ') to discourage apps from relying on def
APIs directly.
This commit adds the prefix and shortens the name from
ngInjectableDef to "prov" (for "provider", since injector defs
are known as "inj"). This is because property names cannot
be minified by Uglify without turning on property mangling
(which most apps have turned off) and are thus size-sensitive.

This commit switches the default value of the enableIvy flag to true.
Applications that run ngc will now by default receive an Ivy build!
This does not affect the way Bazel builds in the Angular repo work, since
those are still switched based on the value of the --define=compile flag.
Additionally, projects using @angular/bazel still use View Engine builds
by default.
Since most of the Angular repo tests are still written against View Engine
(particularly because we still publish VE packages to NPM), this switch
also requires lots of `enableIvy: false` flags in tsconfigs throughout the
repo.

nodejs rules 0.34.0 now includes protractor_web_test_suite rule (via new @bazel/protractor rule) so we switch to that location for that rule in this PR so that /packages/bazel/src/protractor can be removed in a future PR
this PR also brings in node toolchain support which was released in nodejs rules 0.33.0. this is a prerequisite for RBE for mac & windows users
bazel schematics also updated with the same. @bazel/bazel 0.28.1 npm package includes transitive dep on hide-bazel-files so we're able to remove an explicit dep on that as well.
