This commit addresses a typing mismatch, where these functions were declared to return whichever
value their callback returned, but this was inaccurate: it's always a test callback function
with `done` argument.

The assertion in `packages/core/test/acceptance/after_render_hook_spec.ts:165` was prone to flakes,
where Jasmine could frequently report an error:

This happens because `wrapTestFn` checks for an exact type of `Promise`, which may have been patched by zone.js
such that the `instanceof` condition is dependent on whether zone.js has patched the `Promise` constructor.

This commit removes a hack that deletes `Event` from the global context
when using domino. Instead, it sets the global event to domino's
implementation of `Event`.

The `packages/core/test` test code was relying on non-ESM
compatible features like untyped `require` calls.
We switch these to ESM `import` statements/expressions and
make it strongly typed. It's a trade-off between type-safety
and the dependency graph- but it feels more reasonable typing
this properly to actually benefit from the type system provided
by using TypeScript.
Additionally, we align the IDE tsconfigs to use `esnext` as module
because that is what we use in Bazel and it allows us to use
top-level await.

The `RootContext` implementation contained a number of fields that were needed to support an experimental `renderComponent` function. The `renderComponent` function was removed, which allows us to cleanup the `RootContext` further.
The only field that remains on the `RootContext` is the list of bootstrapped components. This list is presumably mostly unused right now (it just contains the current component) and further refactoring can happen in a followup PR.
